About Ron Vitiello

Ronald D. Vitiello began his 34 years of government service in Laredo, Texas, entering on duty with the U.S. Border Patrol in 1985. Since then, he has held numerous leadership positions, including Chief Patrol Agent positions in Swanton, Vermont, and the Rio Grande Valley of Texas. Mr. Vitiello was one of the key contributors to the unification of CBP and the creation of the Department of Homeland Security. He was named Chief of the U.S. Border Patrol in February 2017. Mr. Vitiello served for 33 years with CBP and the U.S. Border Patrol most recently as CBP’s Acting Deputy Commissioner. Ronald became Acting Director of U.S. Immigration and Customs Enforcement (ICE) in June 2018.

About James Norton

James Norton is the Founder and President of Play-Action Strategies LLC, a comprehensive strategic consulting firm that uses its understanding of the X’s and O’s of Washington, D.C. to help clients solve problems and plan for the future. Norton advises Play-Action’s clients in the areas of corporate development, executive branch customer engagement, government procurement, federal budget process, and political and legislative strategy. He previously served as Vice President of Strategy and Communications for a defense industry Fortune 100 Corporation. He was appointed Deputy Assistant Secretary of Legislative Affairs for the U.S. Department of Homeland Security. Since 2008, he has taught graduate level courses on homeland security, cybersecurity policy, and congressional affairs as an Adjunct Professor in the Johns Hopkins University Zanvyl Krieger School of Arts and Sciences.

About Chief Carmen Best

Chief Carmen Best assumed the role of Chief of Police of the Seattle Police Department on August 13, 2018. She has served with the Seattle Police Department for 28 years; prior to becoming Chief, she served as Deputy Chief, overseeing the Patrol Operations, Investigations, and Special Operations Bureaus, as well as the Community Outreach section. Chief Best has completed several law enforcement executive management programs, including the Senior Management Institute for Police, the FBI National Academy, the Criminal Justice Executive Leadership Academy, and the Major Cities Chiefs Association Police Executive Leadership Institute.

About Chief Joseph Wysocki

Chief Joseph D. Wysocki has served the citizens of Camden for nearly three decades, ascending through the ranks of the Camden City and Camden County Police Departments. As Chief of the Department, he directs all aspects of the Department’s day-to-day operations, sets the mission and command intent and serves as the Department’s senior executive. Chief Wysocki served as the commander of Internal Affairs from 2009 through 2015, during which time he directly shaped the transformation of the Department’s culture of policing and accountability.

About Mayor Kate Gallego

Mayor Kate Gallego is the second elected female Mayor in Phoenix history and the youngest big city Mayor in the United States. She graduated from Harvard University and earned an MBA from the Wharton School of Business at the University of Pennsylvania. Before being elected to Phoenix City Council, Mayor Gallego worked on Economic Development for local utility company, Salt River Project. She has led efforts on criminal justice reform and ensuring equal pay for equal work. Mayor Gallego is passionate about building a Phoenix that works for everyone and increasing the quality of life for all Phoenicians.

Tom Satterly is a highly decorated combat veteran, having served 25 years in the Army and the last 20 in the US Military’s most elite Tier One unit, Delta Force. Tom fought in and was portrayed in the Oscar Winning 2001 film: Black Hawk Down. He has been deployed countless times and led hundreds of missions, including the capture of Saddam Hussein. He has received 5 Bronze Stars, 2 for Valorous acts, and was the first American to attend German Ranger School. His willingness to speak open and honestly of his mental and emotional struggles have saved the lives of others who struggle with the “silent war” after returning home from the battlefield. Tom co-founded with his wife the All Secure Foundation that serves Special Operation warriors and their families to heal on the home front.

About Jen Satterly


Jen Satterly was an award-winning filmmaker and photographer for 15 years, spending the last 3 years as Director of Film and Photography of an elite Special Operations training company in large-scale realistic training missions. During her time working so closely with Special Operations warriors she began to see a pattern they were experiencing, complex Post-Traumatic Stress. She became a certified health and wellness coach to better understand the biology of PTS. Along with her husband she created the All Secure Foundation that helps warriors and their families heal on the home front from the trauma of war. She also founded Virago, a platform for educating and empowering women who are struggling with PTS.

Koutoujian will talk about the steps they've taken to mitigate virus spread through their corrections facilities while protecting their inmate populations.

About Jeff Beard

Jeffrey has served as the Secretary of Corrections for both Pennsylvania and California. He served in the Pennsylvania Department of Corrections from 1972 to 2010 in various roles, ending as the Secretary of Corrections from 2001 to 2010. Jeffrey then transitioned to California from 2012 to 2015. He is currently working with various correctional jurisdictions and corrections related companies as a consultant, advisor and/or correctional expert, and served as Professor of Practice for Penn State University’s Justice Research Center. He has served as an expert witness for the US Attorney for the Southern District of New York City and for Connecticut, in two Bureau of Prison cases, and for the Texas Department of Criminal Justice. Currently serve as an expert witness for New York Department of Corrections and Community Supervision (DOCCS), and the Virginia Department of Corrections. Jeffrey hold a Ph. D in Counseling from Pennsylvania State University.

About Peter Koutoujian

A career public servant, Sheriff Peter J. Koutoujian has overseen the one of the nation’s oldest law enforcement agencies - the Middlesex Sheriff’s Office - as it has become a premier public safety institution known for innovation and professional excellence. During his eight years in office, Sheriff Koutoujian has initiated several landmark programs at the Middlesex Sheriff’s Office that have garnered national attention. Under Sheriff Koutoujian's leadership, Middlesex County was chosen as one of three Data Driven Justice (DDJ) Project pilot sites by the Laura and John Arnold Foundation. DDJ is a national initiative focused on linking police, jail, hospital and service provider data to identify individuals with behavioral health needs within in these systems with a goal of producing better outcomes that enhance public safety.     In January of 2020, Sheriff Koutoujian began his first term as President of Major County Sheriffs of America (MCSA), representing sheriffs from the most populous counties in the nation. Sheriff Koutoujian previously served as MCSA’s Vice President and Chair of its Communications Committee.

Lieutenant Chris LaPrairie is a 22 year veteran of the Nevada Highway Patrol, a division of the Department of Public Safety. He has worked in a variety of assignments over the years, including Traffic Operations, Training and Firearms Coordinator, Specialized Enforcement with Motors and Research and Planning. Lt. Thomas S. Winkowski is the former Principal Deputy Assistant Secretary, U.S. Immigration and Customs Enforcement (ICE) and the former Acting Commissioner, U.S. Customs and Border Protection.  He retired from federal service in April 2015 with nearly 40 years of service. Mr. Winkowski’s service has been recognized by multiple administrations, including being awarded the Meritorious Presidential Rank Award by President Bush in 2004 and the Distinguished Executive Presidential Rank Award by President Obama in 2009.

Kathleen O’Toole is a career police officer and lawyer who has earned an international reputation for her principled leadership and reform strategies. She served as Chief of the Seattle Police Department from 2014 to 2017. In 2004, she became the first female commissioner of the Boston Police Department. She also served six terms as the first Chief Inspector of the Garda Síochána Inspectorate, the 16,000 member Irish National Police.

About Mike Howard

Mike Howard spent 16 years at Microsoft where he served as the Chief Security Officer. Now, Mike is President of Howard Consulting Services, which provides consultative services to companies and individuals. Mike spent 22 years with the Central Intelligence Agency and has his degree in Criminal Justice and Sociology. He is a current and former board member of many well-respected security organizations.

Erin is a Product lead at Axon. She is committed to bringing solutions to market that empower agencies’ most valuable resource -- their people. Recently, she has spearheaded Axon Performance, a data analytics platform that streamlines policy compliance and performance management, reducing administrative burden and increasing transparency across law enforcement. Prior to joining Axon, Erin led Business Development at Dextro, an Axon-acquired AI company. Erin majored in Economics at Dartmouth and was the Captain of the Women’s Soccer team. Erin lives in San Francisco with her husband Jacob and their plant Gus.

About Steven Dilla

Steven Dilla joined Axon in 2019 and is the Principal Product Manager for Data Products. Steven started his career as a Paramedic, working in both 911 and neonatal critical care transport systems for five years. Prior to Axon, Steven spent 15 years in the startup space, creating products in education, healthcare, and advertising.

Mike joined Axon in 2018 following 15-years as a serving officer in the London Metropolitan Police Service. He now leads the team in the UK and Ireland for Axon, and manages some of the largest agencies on the Axon Network. Previously deployed as a Public Order Commander and Counter Terrorism Search officer, he also holds a BA in Management from Staffordshire University.

Jocko Willink is a retired U.S. Navy SEAL officer, co-author of the #1 New York Times best seller Extreme Ownership: How U.S. Navy SEALs Lead and Win, Dichotomy ofLeadership, host of the top-rated Jocko Podcast, and co-founder of Echelon Front, where he serves as Chief Executive Officer, leadership instructor, speaker and strategic advisor. Jocko spent 20 years in the SEAL Teams, starting as an enlisted SEAL and rising through the ranks to become a SEAL officer. As commander of SEAL Team Three’s Task UnitBruiser during the battle of Ramadi, he orchestrated SEAL operations that helped the“Ready First” Brigade of the U.S. Army’s First Armored Division bring stability to the violent, war-torn city.
